The Chair called the meeting to order at 6:01 p.m.

Mayor Pellegrini commented on recent and upcoming events in the Township of King being; the 'Taste of King' event, King's new Transportation Master Plan Update, the Parks, Recreation and Culture Master Plan survey, upcoming Remembrance Day Services, the annual King Handmade Holiday Market, recruitment for outdoor rink volunteers, recruitment of members for the inaugural Sports Hall of Fame, the 2025 Budget Process, and winter parking restrictions and maintenance.

Adele Reid, Chief Executive Officer, King Township Public Library, provided a presentation on the Valuing Ontario Libraries Toolkit (VOLT) and explained how VOLT helps Ontario public libraries measure and demonstrate their value and impact within their community. Ms. Reid provided a statistical overview of the KTPL and demonstrated a total economic benefit of $5,605,430 provided by the KTPL in 2023 based on the VOLT calculation.

Tracy Timmins, Research Scientist, Ecosystem and Climate Science, Toronto Region Conservation Authority provided a presentation on the King Township Forest Study including its objectives and findings. Ms. Timmins provided information on the canopy coverage, tree population and distribution and provided recommendations with respect to tree planting, managing invasive species and promoting climate change resiliency in King.

    2. That Council enact By-law 2024-081, to authorize the Mayor and Clerk to execute the Pre-Servicing Agreement with Keele West Developments LP, upon finalization to the satisfaction of the Director of Growth Management Services.

    1. That Council receive Report COR-CLK-2024-009; and
    2. That Council amend Animal Control By-law Number 2016-085, being a By-law to regulate and govern animals within the Township, to amend the Dog Appeal Committee composition to three (3) Members of Council; and
    3. That Council appoint the following three (3) Members of Council to the Dog Appeal Committee for the remainder of the current 2022-2026 Term of Council:
      1. Councillor Anstey; and
      2. Councillor Asselstine; and
      3. Councillor Cescolini.

    That the Member's Motion by Councillor Schaefer concerning Clean Electricity Regulations be tabled to allow for further discussion of the matter at a future date as so determined by the mover.

  • Whereas emissions from Ontario’s electricity grid have nearly quadrupled since 2017, and are forecasted to double again by 2030; and,

    Whereas in 2019, the Township of King declared a climate emergency; and

    Whereas in 2020, the Township of King passed a motion for the phase out of natural gas electricity plants; and

    Whereas it is a policy in the Official Plan of the Township of King to promote energy systems and alternative energy systems, where feasible, in accordance with provincial and federal requirements; and

    Whereas Ontario leverages its clean electricity advantage to attract new jobs to the province and gas plants threaten that competitive advantage; and

    Whereas the Ontario government has launched a large competitive energy procurement to secure more energy resources from five (5) possible technologies including natural gas;

    Now therefore be it resolved that:

    1. The Council for the Township of King opposes any new power generation proposal involving increased burning of fossil fuels, including natural gas in our Township, and strongly supports that in the above mentioned procurement it is a requirement of an energy project developer to secure a support resolution from a host municipality for a project.
    2. The Council for the Township of King requests the Province to immediately invest in programs to deliver energy efficiency, affordable energy, local non-emitting generation, and demand management and conservation to meet the capacity and energy needs in the alternative to what would have been fulfilled by expansion of electricity production through burning of fossil fuels.
    3. The Council for the Township of King request the Government of Canada enact the strongest possible Canada Energy Regulations (CER) to assist in decarbonization, and that specifically the Township of King opposes:
      1. Any consideration to extend the End of Prescribed Life (EoPL) provisions beyond 20 years as this has the greatest impact on the goal of this regulation; and
      2. Allowing the use of offsets to enable units to exceed their annual emissions limits; and
      3. Weakening the underlying performance standard of 30 tonnes of emissions per Gigawatt hour of electricity produced.
    4. That a copy of this resolution be sent to the Independent Electricity System Operator, Hon. Minister Stephen Lecce, Minister of Energy and Electricity and MPP for King Vaughan, Hon. Minister Stephen Giuilbeault, Minister of Environment and Climate Change Canada, Hon. Anna Roberts, MP for King Vaughan, the Regional Municipality of York Region; and all York Region Municipalities.

    That Council endorse an application to the Community Sport and Recreation Infrastructure Fund (CSRIF) Grant - Stream 1: Repair and Rehabilitation through the Government of Ontario for works associated with the Dr. William Laceby Nobleton Community Centre and Arena and associated buildings on site.
