The Chair called the meeting to order at 6:02 p.m.

The Clerk confirmed a quorum was present.

The Clerk advised that correspondence has been received and circulated prior to this evening's Council meeting for Item #9.4 - Growth Management Services - Bylaw Enforcement Division - GMS-BY-2025-001 - Discharge of Firearms and Bows By-law - Request for Exemption - 6610 King Road.

    That the agenda for the April 29, 2025, Council Meeting as presented, be approved, as amended.

Mayor Pellegrini commented on; the launch of the book, 'The History of King Township: A Community Shaped by the Land' in celebration of the 175th anniversary of King Township, and the 'Smile Cookies' campaign at Tim Horton's in support of Hope House Community Hospice.

The Mayor on behalf of Members of Council, congratulated Mark Carney on his election victory as Canada's Prime Minister and Anna Roberts on her re-election as MP for King-Vaughan.

The Mayor highlighted recent and upcoming events in the Township of King being: the Nature's Emporium Run for Southlake Hospital, celebrating National Youth Week from May 1 to 7th, E-waste recycling at the Trisan Centre, the Community Yard Sale, the Holland Marsh 100th Anniversary ceremony, upcoming tree planting events, and the 1940s VE Victory Dance at the King Heritage and Cultural Centre.

Morgan Sage, York Region Food Council, provided a slide presentation commenting on: the Charter's vision, what a food charter is, the York Region Food Charter, what is next for the Food Charter, and what it means to endorse the Food Charter.

    1. That the presentation from Morgan Sage, Food Policy Coordinator, York Region Food Council, be received for information; and,
    2. That Council endorse the York Region Food Charter.

Daniel Kostopoulos, Chief Administrative Officer, provided a brief overview of the efforts that went into the Year Two (2024) Corporate Strategic Plan (CSP) Annual Progress Report and introduced Cara Santoro, Acting Supervisor of Strategy and Transformation.

Cara Santoro provided a slide presentation overview of the Year Two (2024) Corporate Strategic Plan, commenting on: the governance framework, performance accountability in King, the framework for evaluating strategic progress, objectives & key results, strategic performance summary and highlights, and the communications plan.

    1. That Report GMS-DEV-2025-005 be received; and
    2. Council enact By-law 2025-031 to authorize the Mayor and Clerk to sign an Amending Subdivision Agreement between the Township and The Acorn Development Corporation, when finalized to the satisfaction of the Director of Growth Management Services, to permit the removal of median islands along the East Humber Drive extension.
    3. Council delegates the authority to the Director of Growth Management Services, in consultation with the CAO, to make future minor amendments to Subdivision Agreements as necessary.

    1. That Report GMS-DEV-2025-004 be received; and
    2. Council enact By-law 2025-029 at this meeting of Council, being a By-law to authorize the Mayor and Clerk to sign an Amending Subdivision Agreement between the Township and Fandor Homes (Via Moto) Inc. when finalized by the Director of Growth Management Services.

Deputations

Gregory Aloia, the applicant, provided a slide presentation to support his request for an exemption to the Firearms By-law which covered: sightings of coyotes in the Village of Nobleton, the exemption request under the by-law, risks to the chickens on the family's property, and lawful hunting seasons in the local area. 

Mr. Aloia responded to questions from Council.

    1. That Council receive Report GMS-BY-2025-001 for information;
    2. That Council deny the exemption request for discharge of firearms and bows at 6610 King Road; and,
    3. That By-law Services review Section 12 of the Discharge of Firearm and Bows By-law 2014-04 to consider removing exceptions to discharge firearms within close proximity of Urban Residential Zones.
