The Mayor called the meeting to order at 6:02 p.m.

The Deputy Clerk confirmed there was quorum.

The Deputy Clerk advised that correspondence has been received and circulated prior to this evening's Council Meeting for; Item #7.1 - Growth Management Services Department - Planning Division Report Number GMS-PL-2025-005 - Zoning By-law Amendment - 125, 137-145 Dew Street.

    That the agenda for the March 3, 2025 Council Public Planning Meeting be approved as amended.

Mayor Pellegrini on behalf of Members of Council, offered congratulations to Premier Doug Ford, MPP Stephen Lecce, and MPP Carolyn Mulroney for their recent Provincial Election win.

Mayor Pellegrini asked everyone to come out to the Zancor Centre this Sunday to cheer on the King Rebellion who will be playing the Toronto Patriots in the Ontario Junior Hockey League playoffs.

    That Councillor Cescolini assume the chair for the duration of the March 3, 2025, Council Public Planning Meeting.

Councillor Cescolini assumed the position of Chair.

Paul Kulyk, Senior Planner, provided a slide presentation overview of the application commenting on; the site location, the proposed application and background, the site plan,  the 'Our King' Official Plan designation, zoning provisions, building elevations, and staff's recommendations. 

Piraveina Raveendiran, Groundswell Urban Planners, spoke on behalf of the application and provided a slide presentation commenting on; the site context, permitted land use, the Zoning context, the development proposal, building heights, and the process to-date. 

Ms. Raveendiran and Staff responded to questions.

    That Report GMS-PL-2025-005 be received and referred back to Staff for a future recommendation report to be presented to Council upon receipt and review of all relevant Township Departments, Council and public comments.

Michael Maugeri, Planner, noted the applicant has advised the form of the application has changed as this is now for a full residential dwelling not a farm barn, including a workshop and went on to provide a slide presentation overview of the application commenting on; the location of the subject lands, the proposed application, the site plan, the 'Our King' Official Plan designation, conformity with the Oak Ridges Moraine and Provincial Plans, proposed building elevations, and staff's recommendations.

Michael Manett, MPLAN Inc., spoke on behalf of the applicant commenting on; the proposed application, comments received, the heritage features of the existing residential building, proposed uses, conformity to the 2024 Provincial Planning Statement and Oak Ridges Moraine Policy, and Development Charges. Mr. Manett confirmed the existing property is a hobby farm and advised the purpose of the development is to provide a home for the owners' son and his family in addition to supporting any expansion of farming operatoins.

Mr. Manett and Staff responded to questions.
