  • Recommendation:

    That the agenda for the April 27, 2026, Council Meeting as presented, be approved.

  • Recommendation:

    That the April 13, 2026, Council Meeting Minutes be adopted.

The Chair will ask each Member of Council if they wish to separate any item(s) for discussion as well as taking into consideration members of the public who pre-registered to speak to an item. Speakers may speak for up to ten (10) minutes of uninterrupted time and only on the matter pertaining to the report.

    That the items listed under Section 7, Action Items, on the April 27, 2026, Council Meeting Agenda all be approved and passed under consent, save and except items: ____.

  • Recommendation:
    1. That Council receive Report OCAO-ST-2026-002 for information.
  • Recommendation:
    1. That Council receive Report GMS-PL-2026-013 for information.
    2. That the Draft Plan Approval for Plan of Subdivision 19T-20K02 (Jane King Holdings Inc. & Jane King Holdings South Inc.) be extended to May 19, 2031.
    3. That the conditions of Draft Plan Approval for Plan of Subdivision 19T-20K02 (Jane King Holdings Inc. & Jane King Holdings South Inc.) be revised as outlined in Attachment 3.
  • Recommendation:
    1. That Council receive Report PW-CAP-2026-005 for information.
    2. That the Township, as the expropriating authority, apply to the approval authority (Council), to commence an expropriation of land.
    3. That Council, as approving authority under the Ontario Expropriations Act, R.S.O. 1990, c. E.26 (the “Expropriations Act”), approve the initiation of the expropriation process for the acquisition of the lands and/or interests in lands required to support the development of the Township’s future Joint Operations Centre (JOC), as generally described in this report.
    4. That Council authorize staff to prepare and submit an Application for Approval to Expropriate Land and to serve and publish the required Notices of Application for Approval to Expropriate Land in accordance with the Expropriations Act.
    5. That Council direct staff to continue negotiations with affected property owners concurrently with the expropriation process and to report back to Council at subsequent stages of the expropriation process, as required.
    6. That Council direct staff to respond to and represent the Township at a Hearing of Necessity if one is requested.
  • Recommendation:
    1. That Council receive Report COR-CLK-2026-001 for information.
    2. That Council authorize the Mayor and Clerk to execute a service agreement between the Township of King and the City of Vaughan for the provision of Animal Services, effective May 1, 2026, for a period of five (5) years.
  • Recommendation:
    1. That Council receive Report FIN-2026-003 for information.

Council motion provided seven (7) days in advance and listed on the agenda. Members of the public shall be permitted to speak on a motion for which notice has been given.

  • Recommendation:

    Whereas under the Ontario Heritage Act (OHA), the Province of Ontario provides municipalities the authority to identify and conserve properties of cultural heritage value and interest; and

    Whereas the Township of King undertakes the conservation of properties determined under the OHA to be of cultural heritage value and interest; and

    Whereas some Township of King owners of properties of cultural heritage value and interest are resistant to their properties being identified under the OHA due to concerns over access to, or increased cost of, property insurance; and

    Whereas some property insurance providers refuse to provide, withdraw existing, or increase premiums for insurance for properties determined to be of cultural heritage value and interest based on a perceived increased financial and/or administrative risk, although these are not substantiated by the statutory requirements of the OHA; and

    Whereas for many decades, the Province of Ontario, including the Ontario Heritage Trust, the Ministry of Citizenship and Multiculturalism, and the Insurance Bureau of Canada, have endeavoured to mitigate property owners’ and the property insurance industry’s concerns over insurance coverage and replacement costs of properties recognized under the OHA, without substantive effect; and

    Whereas the Financial Services Regulatory Authority of Ontario, an agency of the Government of Ontario, regulates property and casualty and general insurance;

    Now therefore be it resolved that:

    1. Council requests that the Province of Ontario provide authority to the Financial Services Regulatory Authority of Ontario to ensure that agents and businesses that sell property insurance do not refuse to provide, withdraw existing, or increase premiums for insurance for properties determined to be of cultural heritage value and interest and designated under the Ontario Heritage Act, and that the Financial Services Regulatory Authority of Ontario provide resources and guidance to agents and businesses that sell property insurance on the statutory requirements of the Ontario Heritage Act; and
    2. That a copy of this resolution be circulated to the Hon. Graham McGregor, Minister of Citizenship and Multiculturalism, the Hon. Peter Bethlenfalvy, Minister of Finance, the Hon. Stephen Lecce, MPP King-Vaughan, the Hon. Caroline Mulroney, MPP York-Simcoe, the Regional Municipality of York, and all local municipalities within York Region.
